Dr. B. D. Singh
Dr. B. D. Singh, a retired Indian Forest Service (IFS) officer, is a highly respected administrator with wide-ranging experience in governance, pilgrimage management, and public institutions. He previously served as the Chief Executive Officer and Administrator of the Shri Badrinath–Kedarnath Temple Committee, where he played a key role in strengthening institutional systems, improving infrastructure management, and ensuring smooth operations of two of India’s most important pilgrimage centres.
Dr. Bir Singh Negi
Dr. Bir Singh Negi brings over four decades of leadership and expertise in agriculture, horticulture, food processing, and natural resource management. He has held senior positions with the Government of India and the Government of Uttarakhand, including Additional Commissioner and Director of Horticulture, where he led major national missions such as the National Horticulture Mission, Micro Irrigation, Tea Development, and Medicinal Plants initiatives.
He has also served as an advisor and consultant to leading national and international organizations including NABARD, FAO, APEDA, JICA, KPMG, and Tata Trusts, contributing to large-scale horticulture, organic certification, export promotion, and infrastructure development projects. His extensive experience in policy formulation, project appraisal, and sustainable agriculture makes him a valuable strategic advisor to RKSP Energy Limited.
Shri Virbhadra Singh Rawat
Shri Virbhadra Singh Rawat is Professor of Practice for Defence & Security at Indian Institute of Technology Ropar and Director of the Defence Research & Innovation Foundation, IIT Ropar. With over 24 years of experience in government, including an Additional Secretary–equivalent role in the Uttarakhand Government, he has led Defence & Aerospace industrial policy and brings extensive expertise across the Ministry of Defence, Ministry of Home Affairs, DST, DPIIT, Defence PSUs, ordnance factories, state governments, and global OEMs. He actively mentors MSMEs, startups, and industries across Industry 4.0, Defence, Aerospace, AI/ML, Space, Robotics, Railways, and Security.
He is a member of leading national think tanks including the Indian Institute of Public Administration, Manohar Parrikar Institute of Defence & Strategic Analysis, United Services Institution of India, and the Centre for Joint Warfare Studies. He also serves as Senior Advisor (Defence & Security) to ARTPARK and Advisor (Defence) to iHub DivyaSampark IIT Roorkee, is the first individual Affiliate Member of the Indian Space Association, and plays a key role in research, incubation, and defence innovation initiatives at IIT Ropar.
Shri Govind Singh Rawat
Govind Singh Rawat is a seasoned professional with extensive experience in advisory and leadership roles across infrastructure, governance, and institutional development. He has worked closely with multiple organizations and stakeholders, contributing to strategic planning, project oversight, and policy-driven initiatives that support long-term organizational growth and stability.
As an Advisor, he brings a balanced perspective that combines operational insight with strategic vision. His guidance focuses on strengthening governance frameworks, improving execution efficiency, and ensuring that projects and initiatives align with broader developmental and organizational objectives.
